Phil is tired of seeing America’s freedoms being lost, while so-called "conservative" politicians do nothing. Phil is running for Texas CD-38 to fight for parents and choice in education, religious freedoms, ending the border crisis, helping small businesses, and fighting communism.

 

Phil has shown he is man with principles and integrity, a must in today’s political landscape. He has already fought Democrats, RINOs, and lobbyists to ensure the people's voice is heard and represented. Phil may not be the establishment picked candidate, but he is the right candidate for the people of Texas.

Phil's Story

As a child, Phil split his time living in Colorado with his father and his Houston-based mother. Phil learned how to water-ski and set a trotline line on the shores of Lake Conroe. Through his experience, he grew to appreciate the unique, independent character of Texas and the diversity of Houston.

 

After high school, Phil served in Marine Corps and participated in operations as a combat engineer during the armed Granada conflict. He went on to be highly respected marksmanship instructor before being honorably discharged. Mr. Covarrubias returned to Houston after his time in the Marine Corps and started a small pressure-washing business.

 

He returned to Colorado to help his father grow his small commercial construction company into a multi-million dollar operation that helped in the construction of Denver International Airport. Phil’s work at his father’s company involved everything from operating large machinery to acting as a liaison between stakeholders on public infrastructure projects.

Phil continued his career at Xcel Energy as a lead foreman in gas and electric distribution and infrastructure. He served as a veteran’s facilitator and volunteered for Junior Achievement. He also participated in Path to Leadership, where he toured all of the Xcel facilities, and learned how energy is developed and traded on the open market.

 

In 2012, Phil reached a point of frustration with local and federal politicians and decided to enter the fray of public service by serving as a Planning Commissioner for his hometown at the time. There he gained the knowledge of municipal codes and the public policy process. Phil served as a local Planning Commissioner until 2016.

 

Phil threw his hat into the ring in 2014 to run in 2016 for Colorado State House District 56. In the 2016 primary, he faced a well-known local county commissioner. Phil was able to achieve name recognition to win the primary through grassroots efforts and his passionate public speeches. He went on to win the general election and served as the Colorado State Representative for House District 56 from 2016 to 2018.

 

As a State Representative, Mr. Covarrubias gained a reputation as a commonsense conservative who understands the issues working people face because he is one of them. He was known by his fellow legislators, legislative staff, and even the lobbyists, as a “true citizen legislator” because of his working-class roots and his drive to find solutions to his constituent’s everyday problems. While Phil was well-liked by his colleagues across the aisle, he also stood strong against pressure from activist smear campaigns while continuing to be a passionate voice against government overreach and regulation.

 

In the Colorado State legislature, Phil fought to save oil & gas jobs from government over regulation, championed apprentice programs and, career and technical education. He passed legislation to bring shop class back to high schools in Colorado. He also served on the Finance committee and Health & Environment committee.

 

With his mother and sister living in Texas for the past four decades, Phil has had the opportunity to travel the state and has learned its rich history. Phil moved his family from Colorado to Texas in 2020 to flee the tyranny of government overreach during the Covid-19 pandemic. He knew that Texas has a history of accepting freedom lovers from around the world and that many of its most exalted leaders were originally “out-of-staters”.

Phil is the workingman’s conservative candidate and has the background and expertise to fill that role. Independent voters have woken up to the Democrat’s vision of America and Covarrubias will be a candidate that reminds all people that we are Americans with God-given rights & liberties, who will not be divided by immutable characteristics.
